AI Data Centre Boom Forces New Push for Grid Connections
Britain's electricity regulator is proposing new rules to stop speculative data centre projects from clogging up the grid connection queue, as demand for power surges alongside the rapid growth of artificial intelligence.
Ofgem says applications from large electricity users have jumped from 41GW to 125GW in less than a year, with data centres accounting for around 80GW of the increase. While many projects are expected to move ahead, the regulator believes others may be reserving valuable grid capacity without firm plans to build.
To tackle the problem, Ofgem is proposing a new commitment fee for large data centres applying for a grid connection, alongside stricter milestones requiring developers to demonstrate financial backing and real progress before keeping their place in the queue. The fee would be refunded once a project connects, but forfeited if it drops out early.
The proposals are designed to free up capacity for projects that are ready to build, improve confidence in future network planning and help accelerate connections across the electricity system.
AI is changing electricity demand
The consultation highlights how quickly electricity demand is evolving. The rapid expansion of AI, cloud computing and digital infrastructure is creating a new generation of large electricity users, with data centres now becoming one of the biggest drivers of future grid demand.
Recent studies have suggested data centres could become more flexible electricity consumers by shifting some computing workloads away from peak demand periods, helping reduce pressure on the grid. However, before that flexibility can play a larger role, operators first need access to electricity connections.
Ofgem argues that ensuring only viable projects remain in the queue will make it easier to connect genuine developments while avoiding unnecessary delays for other businesses, renewable energy projects and industrial users.
The consultation forms part of wider reforms being developed by Ofgem, the Department for Energy Security and Net Zero and the National Energy System Operator to modernise Britain's connections process as electricity demand continues to grow.
